Cheerios Scandal

Ok, I'm not usually a conspiracy theorist but something about this recall bothers me. Since "gluten free" Cheerios hit the market, enough people have complained about getting sick that the FDA was ready to start an investigation.
All of a sudden, whoops, we just realized that 4 months ago a bunch of wheat accidentally fell into one of our batches and we are just now realizing it; yeah that's it. Could it be that General Mills initiated this recall to avoid being fined by the FDA for making false claims?
Maybe like so many others, General Mills didn't believe gluten was a serious problem. Maybe they thought we wouldn't notice. Well, GM, Celiac is real, yes we do get sick and hell yes we will notice.
